Anthropic's Oct 8 policy update takes effect Nov 12 and spells out human review for high-risk decisions plus operator controls for physical actions, so agent products need a policy check before shipping.

Anthropic published a new Usage Policy on Oct8, effective Nov12. It groups rules on fake accounts and artificial activity, narrows election language toward deceptive voter interference, spells out restrictions on weapon software and arming autonomous vehicles, and adds clearer rules for surveillance and criminal justice.

The high-risk requirements are not new: when Claude can affect health, legal rights, finances, work, or essential services, a qualified human must be able to review and change the recommendation and the affected person must be told AI was used. Hardware that can cause injury needs an operator who can stop it and a safe state if Claude disconnects. Read the full policy against your product flows before the date.

What you can do with it

Read the full policy before Nov 12 and map every product action to a use case: health, legal, finance, work, public information, or physical control. Add a named reviewer, user notice, and a stop path where the rules require them, then save the review with your release notes.

Our take

This is a shipping issue, not a philosophy debate. The update mostly makes existing enforcement easier to read, but clearer text still changes what a team can defend at launch. A small product should narrow its first use case if it cannot provide review and a safe stop.
